In a post on the Disney Parks Blog, Disney Parks Chairman Tom Staggs revealed that some announced enhancements to FastPass+ will take place on Monday, April 28. Once guests use their first three FastPass+ entitlements, they will be able to go to an in-park kiosk to reserve another. Once that entitlement is used, they can get a fifth… and so on. These extra entitlements will allow for park hopping. From the wording, it sounds like guests will still not be able to sign up for attractions in different parks before they arrive.
